NOV 0 b 199 <br />BOOK 84 P,1cc� <br />Commissioner Eggert and Chairman Bird added that ocean <br />property is not easily available for purchase. <br />Chairman Bird commented that the 70 -foot wide beach accesses <br />are usable because Public Works designed them to make excellent use <br />of the narrow strip, but if we had a choice of another site, 100 <br />feet or more of width would work better. <br />Public Works Director Davis agreed, adding that the vehicle <br />turnaround area really requires 120 feet and we try to buffer the <br />active part of the parks from other properties. <br />Commissioner Scurlock mentioned that the critical portion is <br />parking to avoid the usual tendency of people to park up and down <br />the beach on private property. <br />Commissioner Scurlock recounted the reason the County acquired <br />this piece of property is because it was a wastewater plant, and <br />the fact that it is between two residential developments limits the <br />uses. He gave his estimate of how the property could be developed <br />and said he felt the $700,000 appraisal was not the right number. <br />Administrator Chandler stated he was surprised when he saw the <br />figures, but prior records and prior appraisals showed a value of <br />$525,000 in 1987. He thought this is prime property that will <br />appreciate in value. He said the Gifford property would also <br />appreciate but not at the same rate as this beachside property. <br />Mr. Chandler pointed out the Tracking Station Park has a <br />triangular configuration ranging from 80 or 90 feet in width to 120 <br />or 130 feet in width. <br />Commissioner Wheeler felt the estimate of value must take into <br />consideration the cost of developing this property. He also was <br />concerned that it be used for public services or public purposes <br />and not developed into a residential area. <br />Commissioner Scurlock asked if a deed restriction should be <br />placed on the property because, as it is now, the Town of Indian <br />River Shores could dispose of the property. <br />Administrator Chandler stated the Town has not made a final <br />determination. They are interested in the property, according to <br />the Town Manager, for drainage retention purposes and possibly for <br />some limited park use. <br />Chairman Bird suggested retaining a portion of the property <br />next to the Tracking Station Park to create some additional <br />parking. - <br />Director Davis said we could not pave east of the coastal <br />structure setback line but perhaps we could pave on the existing <br />park property south of this property, although that would cause us <br />to get closer_ to residential structures where we have tried to <br />maintain a large buffer. <br />34 <br />
