r <br />9 5 1991 4 <br />BOOK �� <br />authorization from whoever before he could be issued a permit. <br />Now, since it is after the fact, he should not be allowed to have <br />cleared something for nothing, so we are looking at imposing after - <br />the -fact sanctions in that regard. <br />Commissioner Scurlock summarized that the bottom line is that <br />staff has suggested an after -the -fact permit and sanctions for <br />removing the exotics and the mangroves which were intertwined with <br />them. He felt the County should be concerned with three issues: <br />stabilization of the shoreline, replanting of mangroves, and an <br />appropriate buffer. He felt there was some question on the issue <br />of removing the existing buffer from County jurisdiction. <br />Chairman Bird asked of those three items what has been done. <br />Mr. DeBlois responded that the shoreline has been stabilized <br />with filter cloth and they are in the middle of planting mangrove <br />on three foot centers which will be the entire length of both <br />canals. This is under the jurisdiction of the Army Corps of <br />- Engineers in conjunction with the City of Vero Beach. This <br />activity is on the clearing aspect, not the development level. <br />Planting vegetation to replace the Brazilian pepper will be <br />forthcoming when the site is developed. <br />Commissioner Eggert suggested it would be a good -neighbor <br />gesture if the owner put a buffer in now. <br />Discussion ensued regarding what steps have been taken to <br />stabilize the banks. Commissioner Bowman and Mr. DeBlois <br />identified the types of plants which are generally used for this <br />purpose and Mr. DeBlois recalled that the Army Corps' plan does <br />call for a mixture of plants. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Edward Slimak, 212 14th Place, identified himself as one of <br />the affected residents. He said his home is on the 14th Street <br />canal directly cross from the property in the easement in question. <br />He circulated photographs of the before and after of this easement. <br />He explained that the residents are not concerned with what Mr. <br />Schlitt proposes to do with this property because, obviously, it is <br />his, but they are concerned with the encroachment, or the possible <br />misinformation given to the governing body, and the order to go in <br />there and perform this devegetation of that canal bank and totally <br />unstabilize the canal bank. He understood this canal has been <br />there for 25 years and mother nature had stabilized the bank with <br />vegetation. What they have right now is a totally unstable bank <br />eroding into the canal, and there are photographs of high tide that <br />show two to three acres almost totally under water.
