At this time, the number of proposed amendments is sufficient to <br />warrant the third round of changes since the LDR's were adopted in <br />September, 1990. Many of these LDR changes have resulted from;. <br />Professional Services Advisory Committee (PSAC) meetings ••and, <br />discussions; others are required by the comprehensive plan; and <br />some were initiated by staff. The PSAC and Planning and Zoning <br />Commission have now reviewed and considered the proposed LDR <br />amendments. To proceed with the review and approval process for <br />the LDR amendments, the Board must now set dates and times for the <br />two required evening public hearings. <br />ANALYSIS AND ALTERNATIVES: <br />The proposed amendments were considered by the Planning and Zoning <br />I <br />Commission at its October 24, 1991 meeting. The Commission <br />recommended, subject to some minor changes to be made by staff, <br />that the Board adopt the amendments. The Board must now hold its <br />meetings. State requirements mandate seven day notice (newspaper <br />advertisement) prior to each meeting and at least two weeks between <br />the two meetings. The meetings must be held after 5:00 P.M. <br />The proposed changes are lengthy. However, giver, their ccrt:.:.t and <br />the extensive review and input given at the staff and PSAC level, <br />�- staff anticipates little public interest. Consequently, the <br />hearings will probably be short. One set of hearing dates which <br />would comply with the state requirements is: <br />MEETING DATE TIME <br />1. Wednesday, November 20, 1991 5:01 P.M. <br />2. Wednesday, December 4, 1991 5:01 P.M. <br />The Board may establish any other dates that meet state <br />requirements. <br />RECOMMENDATION: <br />Staff recommends that the Board establish meeting dates for the two <br />evening public hearings -required to consider and adopt the proposed <br />"third round" of LDR amendments. <br />_ ON MOTION by' Commissioner Eggert, SECONDED by <br />Commissioner Scurlock, the Board unanimously <br />established 7:00 P. M. on November 20, 1991 and 5:01 <br />P. M. on December 4, 1991 as the dates for evening <br />meetings to consider the third round of LDR <br />Amendments. <br />FLORIDA DEPARTMENT OF NATURAL RESOURCES WORKSHOP <br />Chairman Bird reported that a public workshop on public land <br />acquisition is planned for November 12, 1991, which is a regular <br />meeting day for the County Commission.
