County A"is rator <br />FROM: Doug Wrigh , Director <br />Emergency Services <br />DATE: October 28, 1991 <br />SUBJECT: Upgrading Fuel Storage Capacity At Public Health <br />• r Building For Emergency Generator - Special Needs Shelter <br />BUDGET AMENDMENT 003 <br />.It is respectfully requested that the information contained herein bej <br />;given formal consideration by the Board of County Commissioners! <br />during the next regular scheduled meeting. <br />DESCRIPTION AND -CONDITIONS <br />The Public Health Building has been identified as a facility to -be' <br />utilized as a Special Needs Shelter during the event of a manmade or <br />natural disaster. The planning and development of the Public Health <br />Building as 'a Special Needs, Shelter has been a priority of the <br />Department *of Emergency Services and the Primary Care Committee <br />chaired by Commissioner Eggert. A meeting has also been held with <br />Dr. Berman regarding Special Needs and his response was favorable.. <br />`TheePublir Health Building was originally built with an emergency <br />generator which has a fifty (50) gallon capacity diesel fuel tank. <br />This amount of fuel will run the generator for only eight (8) hours. <br />Staff is proposing that a one thousand (1,000) gallon diesel fuel <br />tank be installed which will give the generator seven (7) days of <br />operation -without refueling or a total of 168 hours of constant <br />operation. To ,replace the smaller tank with the large tank, funds in <br />the amount of.'$2,530.00 will be_xequired which includes secondary <br />containment.. <br />ALTERNATIVES AND ANALYSIS':-.' <br />Staff recommends that the larger fuel tank be purchased in lieu of <br />leasing. If approved, the Building and Grounds Division will install <br />the 1,000 gallon tank. The price quoted above includes an above <br />ground skid mounted 1,000 gallon tank, fittings and piping, transfer <br />pump, with a concrete slab and spill containment. The smaller tank <br />would be retained by the Buildings and Grounds Division for potential , <br />future use elsewhere in the county. { <br />Funds in the amount of $2,530.00 are available in account number 315- <br />106-519-066.51, Optional Sales Tax Contingencies - construction in <br />progress to complete building, for use in providing the larger fuel <br />tank per the'Budget Director. <br />RECOMMENDATION <br />Staf f and 'the Primary Care CouJOittea recomme,-.us approval of the <br />expenditure of $2,530.00 to replace the fifty'(50) gallon tank with <br />a one thousand (11000) gallon capacity diesel fuel -tank. Approval of <br />this recommendation will provide for the Public Health Building to be <br />utilized as a Special Needs Shelter on a self sustaining basis for a <br />longer period of time in the event of an emergency. - <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Scurlock, the Board unanimously <br />approved Budget Amendment 003 for the expenditure of <br />$2,530 to replace the 50 -gallon tank with a 1,000 - <br />gallon capacity diesel fuel tank at the Public <br />Health Building for the Emergency Generator. <br />49 <br />
