I <br />Nov 0 5 1991 �" J <br />t The Engineering staff has since prepared construction plans and <br />obtained a Stormwater Discharge Facility Permit from St. Johns <br />-River Water Management District. One of the requirements of this <br />permit is to meet the stormwater requirements for a 25 year - 24 <br />hour storm. In order to do this, additional right-of-way will have <br />to be deeded to the county for stormwater retention. <br />Our staff has communicated with the property owners to discuss this <br />issue. It appears these homeowners are willing to deed this land <br />:' to proceed with the Special Assessment project at this time and <br />;deeds are being prepared. <br />Also, at the Board of County Commissioners Meeting on September 20, <br />1986, the Board decided that the costs would be on a 75/255 split, <br />with the county paying 75% of the cost. <br />A separate resolution will need to be adopted to hold a Public <br />Hearing to discuss the advisability, cost and amount of the <br />assessment against each property owner. <br />This Public Hearing has been scheduled for Tuesday,'December 10, <br />1g91 at 9:05 A.M. in the County Commission Chambers. _ <br />An assessment -roll -arid plat has been prepared and filed with the <br />Clerk to the.Board. <br />The project cost is $43,487.80. The following is a breakdown of <br />the 75/25% split: <br />75% (to be paid by County) $32,615.85 <br />25% (to be paid by Homeowners) $10,871.95 <br />.Cost is $4.26/per Front Foot <br />HNCOMMENDATION AND FUNDING <br />•It is recommended that motions be made to: <br />1) Adopt the resolution providing for the paving and drainage <br />improvements for the project subject to the terms outlined in <br />the resolution. The applicable interest rate shall be 9 3/4% <br />at the time the final assessmesit rail is approved. <br />2) Allocate $43,487.80 from the Petition Paving Account $173-214- <br />3)� 541-035.39. <br />Adopt a resolution setting the time and place of the Public <br />Hearing. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Wheeler, to adopt Resolution 91-168 <br />providing for paving and drainage improvements for <br />the subject project with the applicable interest <br />rate to be 9-3/4% at the time the final assessment <br />roll is approved; allocate $43,487.80 from the <br />Petition Paving Account; and adopt Resolution 91-169 <br />setting the time and place of the Public Hearing, as <br />recommended by staff. <br />Under discussion, Commissioner Scurlock asked why this project <br />took from 1986 to today. <br />Public Works Director Jim Davis responded that the problem is <br />that through this unplatted area the County does not have dedicated <br />52 <br />
