It is requested that the data herein presented be given -formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of November 12, 1991. <br />DESCRIPTION AND CONDITIONS <br />Indian River County adopted its comprehensive plan on February 13, <br />1990. Since that time, the County has initiated only one plan <br />amendment, that being the remedial actions amendment which was <br />required by the stipulated settlement agreement (compliance <br />agreement) with the state. Besides the one county initiated <br />_amendment, several other amendments have been submitted _by <br />individuals and processed by the county. <br />Although the county has not submitted any non-compliance related <br />plan amendments, the plan implementation process has shown that of <br />the more than 700 policies of the plan, there are several which <br />need clarification and/or adjustment. Also, the plan, itself, <br />requires annual amendment of certain elements. For example, the <br />Capital Improvements Element (CIE) of the plan needs annual <br />amendment as required both by Plan policy and state regulations. <br />For those reasons the county has initiated this amendment. <br />At this time,, the County is initiating a comprehensive plan <br />amendment which involves several elements of the plan. The <br />affected elements are: the Future Land Use element, the Sanitary <br />Sewer and Potable Water sub -elements, and the Capital Improvements <br />Element. <br />On September 26, 1991, the Planning and Zoning Commission sitting <br />as the Local Planning Agency voted 6-0 to recommend transmittal of <br />the proposed county initiated Comprehensive Plan Amendment to the <br />DCA. <br />DESCRIPTION OF THE AMENDMENTS BY ELEMENT <br />In this section, the proposed amendments to each plan element will <br />be discussed. The purpose is to identify the various portions of <br />the plan needing amendment and to present the justification -for the <br />amendment requests. The proposed amendments and additions to the <br />plan are shown on Attachment "A". <br />Future Land Use Element <br />At this time, the County is proposing plan amendments to four (4) <br />existing policies of the Future Land Use Element. These are <br />policies 1.23, 1.19, 2.4, and 4.3. The County is also proposing <br />the addition of two new policies to the Future Land Use Element. <br />These are policies 1.35 and 1.36. <br />.Policy 1.23 <br />Policy 1.23 of the Future Land Use Element provides criteria for <br />node expansion. This policy states that no node should be <br />considered for expansion unless 70% of the land area (less rights- <br />of-way) is developed or approved for development, or otherwise <br />warranted by the proposed development <br />This policy is applicable to all nodes designated on the Future <br />Land Use Map.
