_I <br />a 12 X991 <br />BOOK '�q <br />r:,U�2 <br />Mr. Rowe explained that he was here today looking for a <br />little relief from the high rates for water and sewer service in <br />the north beach area because the average rate for residential <br />units along AIA amounts to $70 a month. <br />Chairman. Bird explained that the reason for the higher <br />utility bills in that area compared to other areas in the county <br />is that when the County purchased the North Beach Water Company <br />and Sea Oaks Utilities, Inc., all customers of those utilities <br />became subject to the IRC uniform county rates and a purchase <br />acquisition surcharge of $13.00 for water service and $13.00 for <br />wastewater service. <br />Mr. Rowe noted that most of the residents in that area go <br />north for the summer but their bills remain high, and <br />Commissioner Scurlock explained that the County charges a monthly <br />base facility and billing charge to each residence connected to <br />the water and sewer system. The base facility charge is a <br />minimum charge to each customer. It is charged even if the <br />customer does not use the water and sewer service that is <br />available to them. <br />In response to Mr. Rowe's belief that new developments such <br />as Orchid Island golf course and the Grand Harbor Beach Club <br />being added to the service area should result in a decrease of <br />rates and surcharges, Utilities Director Terry Pinto explained <br />that new customers actually add expense to the plant. He <br />stressed that you pay only for your capacity in the treatment <br />plant. If there are 100 units in a development, you pay <br />-one-hundredth of that cost. <br />After lengthy explanation and debate about Mr. Rowe's <br />complaints about the quality of the water and the need for <br />Culligan service, Director Pinto offered to talk to the Culligan <br />man because there are no minerals in the water. <br />Commissioner Scurlock suggested that the Utilities Dept. do <br />a thorough testing on Mr. Rowe's water, and Director Pinto <br />agreed. <br />In conclusion, Mr. Rowe maintained that the high cost,of; <br />utilities in Indian River County is the overall problem. <br />WEST/CENTRAL REGION REUSE WATER TRANSMISSION MAIN - ENGINEERING <br />CONSULTANT AGREEMENT AND WORK AUTHORIZATION NO. 1 <br />The Board reviewed the following memo dated 10/29/91: <br />92 <br />
