US -91 -12 -ED <br />BACKGROUND <br />On September 24, 1991, the Board of County Commissioners authorized <br />the Department of Utility Services to conduct negotiations with and .._ <br />proceed with an agreement with the first -choice firm, McQueen and <br />Associates, Inc., based upon the outcome of the negotiations (see <br />Exhibit• A) . <br />+..' . ANALYSIS r. <br />Negotiations with McQueen and Associates, Inc., for professional <br />+•';• services have been completed, and a Standard Form of Agreement <br /><••'-+;• between Owner and Engineer for Professional Services, with -Work - <br />"Authorization <br />Work_Authorization No. 1, were submitted to the County for approval (see <br />Exhibit B). Work Authorization No. 1 consists of design services, <br />..permitting,. services during bidding, construction contract <br />:`, administration, and resident inspection of said project. <br />i '.+ In `'the preliminary* study report, the Department directed -the <br />consultant to visit sewer and effluent disposal Master Plans. The <br />pipe size and -route shall be determined in accordance with future <br />development of the sewer area and Comprehensive Plan in the County. <br />The subject effluent disposal pipe can be easily converted to become <br />a sewer collection system to serve the same area should future <br />development warrant such conversion. The determination will give <br />the most economical route as it was originally formulated in IRC RFP <br />91-116 (see Exhibit C). <br />The consulting•fee for services is based upon the FmHA percentage of <br />total construction costs. The estimated total construction cost of <br />the project is $1,481,3:04.00. <br />Consulting services fee (5.81%) $86,063.76 * <br />Resident inspection services (1.91%) 28,292.91 * <br />Additional services <br />a. field surveying fee 10,000.00 <br />b. soil testing 5,000.00 <br />Miscellaneous costs <br />a. extra prints and copies beyond 1.000.00 <br />the agreement allowance (upper <br />limit) Total $130,356.67 <br />Note: * Figure will be adjusted when firm construction costs are <br />known. <br />Funding for design of this project will be from the Sewer Impact Fee <br />Fund. <br />RECOMMENDATION <br />The Department of Utility Services recommends authorization.'of the <br />Chairman of the Board of County Commissioners to execute the <br />agreement with McQueen and Associates and approve Work Authorization <br />No. 1. . <br />93 <br />011 12 1991 <br />BOOK FA.UE� <br />
