Nov 19 1991 PC1GK. '4 P;c SOS <br />DCA Obiections <br />As indicated in the Description and Conditions section of this <br />staff report,.DCA had several objections to this request. It is <br />staff's position that these have been adequately addressed in this <br />report. Both the node expansion concern and the traffic <br />methodology have been addressed, and adequate justification has <br />been provided. In addition, staff has revised the environmental <br />impact analysis to address environmental preservation and <br />protection Based upon these changes, staff feels that DCA's <br />objections have been resolved.. <br />ALTERNATIVES <br />This request has been reviewed by the Planning and Zoning <br />Commission, approved for transmittal by the Board of County <br />Commissioners, and reviewed by the state Department of Community <br />Affairs. It is staff's position that all of DCA's comments have <br />been adequately addressed. At 'this point, the Board has two major <br />alternatives;' it can either approve or deny the request. Based <br />upon its analysis, staff feels that approval is warranted. <br />CONCLUSION <br />Staff has reviewed the proposed amendment and has found no major <br />incompatibility between the proposed use and surrounding uses. <br />While environmental issues have been identified relating to the <br />site, these can be addressed atlthe time of development review. In <br />addition, the requested amendment has a positive concurrency <br />determination. Finally, staff has found the proposed land use <br />amendment to be consistent with all applicable comprehensive plan <br />policies. For those reasons, staff recommends approval. <br />RECOMMENDATION <br />Based on the analysis performed; staff recommends that the Board of <br />County Commissioners approve the request to redesignate <br />approximately 8 acres from L-2, Low -Density Residential -2 (up to 6 <br />units/acre), and M-1, Medium -Density Residential -1 (up to 8 <br />units/acre) to Hospital/Commercial Node and rezone the property <br />from RM -6, Multiple -Family Residential (up to 6 units/acre) to CG, <br />General Commercial District. <br />Director Keating added that this was also advertised as a <br />rezoning but, because of an advertising problem, the rezoning <br />cannot be addressed and will be presented at a meeting in December. <br />Commissioner Scurlock informed the Commissioners that the <br />Department of Forestry had made a presentation at a Land <br />Acquisition Committee meeting in which the management of scrub <br />areas was explained. Scrub areas must be managed and periodically <br />burned and this particular area is not big enough and would become <br />either a nuisance or hazard to adjacent property. <br />Commissioner Bowman concurred. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Attorney Bruce Barkett, representing the applicant, informed <br />the Board he was accompanied by the applicant and the project <br />28 <br />
