ANALYSIS <br />The subdivision contains 29 lots, which shall benefit from this <br />project. The 20 property owners signing the petition represent <br />68.97% of the properties to be served. <br />All of the lots in this project presently have septic tanks and <br />wells, with which the property owners have concerns regarding <br />potential health hazards. <br />The attached map displays the area to benefit from the assessment <br />project. <br />This project is to be paid through the assessment of property owners <br />along the proposed waterline route. In the interim, financing will <br />be through the use of impact fee funds. Design services will be <br />provided by the Department of Utility Services. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends approval <br />of the above -listed project, in order that they may proceed with the <br />design engineering work in preparation for the special assessment <br />project. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Scurlock, the Board unanimously <br />approved the project for water service in Courtside <br />Subdivision, 38th Square S.W., north off 5th Street <br />S.W., and ordered staff to proceed with design <br />engineering work in preparation for the special <br />assessment, as recommended by staff. <br />PHASE I DEVELOPMENT OF THE NORTH COUNTY WATER TREATMENT FACILITY <br />The Board reviewed memo from Projects Engineer William McCain <br />dated October 24, 1991: <br />DATE: OCTOBER 24, 1991 <br />TO: JAMES E.
