McCoy, <br />Senior Planner, <br />DATE: November 15, 1991 <br />SUBJECT: DIOCESE OF PALM BEACH'S REQUEST FOR SPECIAL EXCEPTION <br />APPROVAL FOR A RESIDENTIAL CENTER TO BE KNOWN AS THE <br />SAMARITAN CENTER <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of November 26, 1991. <br />DESCRIPTION AND CONDITIONS: <br />John Dean Architect and Associates Inc. has submitted an <br />application for major site plan and special exception approval on <br />behalf of the Diocese of Palm Beach to construct a residential <br />center at 3650 41st Street. The residential center will house <br />homeless people for a period of less than 90 days while the people <br />try to get "back on their feet". The proposed residential center <br />will accommodate 24 people, including the resident manager. The <br />subject site is located within the RM -10 zoning district, a <br />district which requires special exception use approval for a <br />residential center. <br />The Board of County Commissioners is to approve, approve with <br />conditions, or deny the special exception use request. Pursuant to <br />Section 971.05 of the Land Development Regulations, the Board of <br />County Commissioners is to consider the appropriateness of the <br />requested use based on the submitted site plan and the suitability <br />of the site for that use. The county may attach any conditions and <br />safeguards necessary to mitigate impacts and to ensure <br />compatibility of the use with the surrounding area. <br />At its October 24, 1991 meeting, the Planning and Zoning Commission <br />recommended unanimously (5-0) that the Board of County <br />Commissioners grant special exception approval for the Samaritan <br />Center with the conditions.outlined in the recommendation section <br />of this report. The major site plan associated with this project <br />was approved by the Planning and Zoning Commission, subject to the <br />special exception use approval by the Board of County <br />Commissioners. Thus, if the Board of County Commissioners approves <br />the special exception use�then the site plan approval will be in <br />effect. <br />ANALYSIS: <br />1.
