Traffic Circulation The project will access 41st Street by <br />means of a paved 22' wide two-way driveway. <br />8. Off -Street Parking Required: 11 spaces <br />Provided: 16 spaces <br />9. Stormwater Management: The Stormwater Management Plan has <br />been approved by the Public Works Department. <br />10. Landscape Plan: 4The landscape plan is in conformance with <br />chapter 926 of the LDRs. <br />I1:--Utilitiesi" The project will utilize county water and sewer <br />services. These utility provisions have been approved by the <br />county's Department of Utility Services. <br />12. Dedication and Improvements: The comprehensive sidewalk and <br />bikeway plan requires that a 5' public sidewalk be provided <br />along the project's 41st Street frontage. Due to the short <br />length of 41st Street frontage on the subject property, the <br />applicant has indicated the improvement will be escrowed for, <br />prior to the issuance of a certificate of occupancy. This <br />escrowing provision satisfies Land Development Regulation <br />requirements and is acceptable to staff. <br />The County's Thoroughfare Plan classifies 41st Street as a <br />Minor Arterial, a roadway type which requires 100' of right- <br />of-way. Since there is a canal on the south side of 41st <br />Street, any additional right-of-way needed for 41st Street <br />must come from the north side. Presently there is only 30' of <br />right-of-way existing for 41st Street. That means that there <br />is a 70' right-of-way deficiency for the road, and the <br />applicant will be required to dedicate an additional 30' of <br />property without compensation to bring 41st Street up to the <br />60' minimum local road standard. <br />Besides the 30' referenced above, an additional 40' of <br />property will need to be dedicated by the applicant to bring <br />41st Street up to the 100' minor arterial standard. The <br />dedication of the 40' will be subject to compensation, at the <br />time of dedication. According to the Public Works Department, <br />the entire amount of right-of-way needs to be dedicated in <br />conjunction with this application, including the compensable <br />40' strip. <br />13. Concurrency: The concurrency certificate for this project has <br />been issued. Thus, all concurrency requirements have been <br />satisfied. <br />14. Specific Land Use Criteria: <br />a. The use shall satisfy all applicable regulations of the <br />State of Florida and Indian River County as currently <br />exist. <br />2 <br />22 <br />
