[Note: this request was tabled from <br />the November 19th Board meeting and continued to the November 26th <br />meeting.] <br />DESCRIPTION AND CONDITIONS: <br />John Dean Architect and Associates, Inc. has submitted a conceptual <br />site plan and special exception application on behalf of SunCoast <br />Primary School to construct a pre-school (ages 3 & 4) and primary <br />,f school (grades K - 7th) at 2301 43rd Avenue. The subject property <br />is zoned RS -6 which requires special exception use approval for a <br />school. The subject site is located on the westside of 43rd Avenue <br />about 500' south of 26th Street, and is approximately 2500' feet <br />off of runway 4/22 lying just to the southeast of the extended <br />centerline of the runway. <br />The proposed development is to take place in two phases: the first <br />phase will accommodate 100 students, and the second phase will <br />provide for another 100 students fora total of 200 students. If <br />the concept plan and proposed use are approved by the county, then <br />the applicant will submit a final site plans) for review and <br />approval by the Planning and Zoning Commission. <br />The Board of County Commissioners is to approve, approve with <br />conditions, or deny the special exception use request. Pursuant to <br />Section 971.05 of the land development regulations (LDRs), the <br />Board of County Commissioners is to consider the appropriateness of <br />the requested use based on the submitted site plan and the <br />suitability of the site for that use. The County may attach any <br />conditions and safeguards necessary to mitigate impacts and to <br />ensure compatibility of the use with the surrounding area. <br />At its October 10, 1991 meeting, the Planning and Zoning Commission <br />recommended 4 to 1 that the Board of County Commissioners deny <br />special exception use approval for the preschool and primary <br />school. _ The Planning and Zoning Commission based its <br />1 <br />26 <br />
