- M M <br />recommendation to deny on airport -related safety concerns expressed <br />at the meeting by the City Airport Director. Please see the <br />attached draft Planning and Zoning Commission minutes (attachment <br />#4). <br />It should be noted that since the Planning and Zoning Commission <br />meeting the applicant has revised the proposed site plan. As <br />revised, the site plan depicts all buildings and activity areas <br />relocated to portions of the property which will be impacted less <br />by airport activities. This staff report addresses the safety <br />issue in more detail under "Airport Concerns" in the analysis <br />section. <br />ANALYSIS: <br />1. -_Size of Development Area: 4.34 acres <br />2. Traffic Circulation: The applicant is proposing to use a 20' <br />wide, two lane, one-way looped driveway to access the site. <br />This design has been approved by the County Traffic Engineer. <br />The County Traffic Engineer has -reviewed the conceptual plan <br />and has indicated that Phase II may require construction of a <br />north bound left -turn lane on 43rd Avenue to accommodate site <br />related traffic. An approvable, detailed traffic study will <br />need to,be submitted in conjunction with the phase II final <br />site plan application to determine if a left -turn lane is <br />required. If the approved study indicates that a left -turn <br />lane is required, then a left -turn lane will need to be <br />provided prior to the issuance of a certificate of occupancy <br />(C.O.) for the phase II facilities. <br />8. Off -Street Parking Required: 24 spaces (phase I) <br />Provided: 24 spaces (phase I) <br />Additional parking spaces will be provided in phase II, and <br />the conceptual plan accommodates the anticipated required <br />additional spaces. The required number could vary based on <br />the final number of staff at the facility. At the time of <br />phase II approval, the applicant will have the opportunity to <br />submit a parking study in accordance with section 954-'08(3) of <br />the LDRs to try to justify a reduction in parking space <br />requirements.
