special exception approval and because none of these buildings <br />are under the overflight zone. <br />Commissioner Bowman felt that the Commission has been remiss <br />in not delineating all of these areas surrounding the airport. <br />She didn't feel there is a compatibility problem, but did feel <br />there is a big problem with safety. She doesn't want to see it. <br />Commissioner Wheeler felt the concerns of the FAA are <br />subjective -to what we have in our ordinances. He felt the danger <br />here is considerably less than the trip to the school by car. He <br />has consistently supported the rights of residential centers, and <br />feels that schools and churches are compatible with residential <br />neighborhoods. <br />Chairman Bird felt the site plan meets the two main criteria <br />of compatibility and safety, and planned to vote against the <br />Motion. <br />THE CHAIRMAN CALLED FOR THE QUESTION. The Motion <br />was voted on and failed by a vote of 2-3, Commissioners <br />Bird, Wheeler and Eggert dissenting. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Wheeler, that the Board grant special <br />exception use approval with the conditions set out <br />under staff's recommendation. <br />Under discussion, Commissioner Wheeler commented how <br />difficult it is to make decisions in these situations, and <br />Commissioner Scurlock interjected that is why he. feels we should <br />have a zoning classification where they would be allowed. It <br />seemed to him that a better approach would be to look at that and <br />designate them as we do our commercial nodes and medical nodes. <br />Chairman Bird noted that the churches and schools need to be <br />where the people are, and he really didn't think it was that big <br />of a problem because after one of these difficult decisions has <br />been made and the project has been built, it has worked out and <br />they have been compatible with the neighborhood. <br />THE CHAIRMAN CALLED FOR THE QUESTION.
