OF FIREFIGHTERS AS THE COLLECTIVE <br />BARGAINING REPRESENTATIVE FOR CERTAIN EMPLOYEES OF THE IRC <br />EMERGENCY MEDICAL SERVICES <br />The Board reviewed the following memo dated 11/19/91: <br />TO: Board of County Commissioners <br />THROUGH: James Chandler <br />County Administrator <br />FROM: Doug Wright rector <br />Emergency Services <br />DATE: November 19, 1991 <br />SUBJECT: Recognition -Acknowledgment Petition for <br />Vero Beach Firefighters Association, Local 2201, <br />IAFF, as the Exclusive Bargaining Unit for <br />Emergency Medical Services Paramedics <br />It is respectfully requested that the information contained herein be <br />given formal consideration by the Board of County Commissioners at - <br />the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />On November 4, 1991, the Director of Emergency Services received a <br />Recognition -Acknowledgement Petition from Matt Mierzwa of the law <br />offices of Kaplan & Bloom, P.A., through Wilbour Tripp, President of <br />Local 2201. Along with the Petition, thirty-six Application for <br />Membership cards were received. Of the thirty-six (36) cards <br />received, four (4) were not filled in by employees, however, there <br />was a sufficient number in terms of majority status to proceed with <br />the process of consideration of the Recognition -Acknowledgment <br />Petition. <br />On November 6, 1991, staff met and determined that one position was <br />not appropriate to the proposed bargaining unit as relates to the <br />Equipment Mechanic II. Staff contacted the law firm and the <br />President of Local 2201 regarding excluding this Equipment Mechanic <br />II position and agreement was reached in this regard. On November 7, <br />1991, staff received a revised Recognition -Acknowledgement Petition <br />from the law firm which reflects the Equipment Mechanic II position <br />from the "included" to the "excluded" class. <br />I DESCRIPTION AND CONDITIONS <br />On November 13, 1991, the Personnel Director verified the employee <br />signatures on the Application for Membership cards by comparing <br />signatures on file with the signatures on the referenced cards. As <br />stated above, out of thirty-six (36) initial cards received, one was <br />changed to the excluded status (Equipment Mechanic II); four (4) were <br />not filled in by employees; and thirty-one (31) were found to be <br />valid and appropriate to the proposed bargaining unit for a majority <br />status to be reached. It is staff's opinion and conclusion that PERC <br />would approve the petition, even if the county took exception and <br />formally opposed it. <br />If the Board approves the staff recommendation and authorizes the <br />Chairman to sign the petition, the documents will be returned to the <br />Petitioner Representative (Kaplan & Bloom, P.A.) for submission to <br />PERC. If approved by PERC, the county would, if requested, negotiate <br />a separate contract for EMS members. It would be the goal of <br />44 <br />
