DEC <31991 <br />BOOK 84 - F�UE20! <br />WHEREAS, said resolution described <br />the <br />manner <br />in which <br />said <br />special assessments shall be made and how <br />said <br />special <br />assessments <br />are <br />to be paid; and <br />I <br />WHEREAS, the resolution was published on October 28, 1991, as <br />required by Section 11-52, Indian River County Code; and <br />WHEREAS, the Board of County Commissioners of Indian' River <br />County passed Resolution No. 91-166, on October 22, 1991, which set a <br />time and place for a public hearing at which the owners of the <br />properties to be assessed and other interested persons would have the <br />chance to be heard as to any and all complaints as to said project and <br />said special assessments, and for the Board to act as required by <br />Section 11-53, Indian River County Code; and <br />WHEREAS, notice of the time and place of the public hearing was <br />published in the Press Journal Newspaper on Friday, November 15, <br />1991, and Friday, November 22, 1991 (twice one week apart; the last <br />being at least one week prior to the hearing) , 'as required by Section <br />11-52, Indian Rivdr County Code; and <br />WHEREAS, the land owners of record were mailed notices at least <br />ten days prior to the hearing, as required by Section 11-52, Indian <br />River County Code; and <br />WHEREAS, the Board of County Commissioners of Indian River <br />County on Tuesday, December. 3, _1.991at 9:05 a.m. conducted .the <br />public hearing with regard to the special assessments, <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, as follows: <br />1. The special assessments shown on the attach9d assessment roll are <br />hereby confirmed and approved, and shall remain legal, valid, and <br />binding first liens against the properties assessed until paid in <br />r - <br />full. <br />2. The County will record the special assessments and this resolution, <br />which describes the properties assessed and the amounts of the <br />special assessments, on the public records,---which-shall_._constitute <br />prima facie evidence of the validity of the special assessments. <br />14 <br />
