DEC 0 3 1991 <br />L <br />mar'. a�,�� F'��c.L�►�� <br />On November 12, 1991, -Joe Margio, P.E., of Professional Engineering <br />Consultants,' Inc., Orlando, and project engineer -for thordinatort <br />iectproject, spoke with Christy Lampe, senior prof <br />'St. Johns River Water Management District, Department of Groundwater <br />'Management. <br />In this conversation, Mr. Margio spoke on behalf of Indian River County <br />seeking funding for the subject pilot study. Ms. Lampe informed him <br />about funding' availability for this kind of study on a first-come, <br />first -serve basis. At the same time, staff had contacted S.W.I.M. <br />(Surface Water •Improvement Management of the St. Johns River Water <br />Management District) seeking funding for the same project. <br />.The Department of Groundwater Management emphasizes a groundwater <br />resources recharge. program, and S.W.I.M. emphasizes improving the <br />surface waterality in the Indian River lagoon basin. The <br />R.E.W.A.R.D. Prosect has benefits for both programs. Therefore, the <br />St. Johns River Water Management District suggests the County write a <br />letter to their office requesting eligibility for matching grant <br />funding for fiscal year 1992-93. <br />Attached is a letter drafted to Mr. Henry Dean, Executive Director of <br />St. Johns River Water Management District-, which must accompany a <br />Resolution signed by the Chairman of the Indian River County Board of <br />County Commissioners (see attached). The request of eligibility letter <br />shall be submitted as soon as possible before their meeting in early <br />December 1991, to determine which project will be eligible for the <br />.fiscal year 1992-93 grant program. <br />The grant shall fund 502.- ($200,000.00) of the pilot study cost. The <br />.rest of the cost shall be funded from the sewer impact fee fund.' In <br />.case the pilot study is not eligible for said grant program, the staff <br />Twill return to the Board for further direction. <br />;RECOMMENDATION-* <br />,The Department of Utility Services recommends that the'Board of County' <br />Commissioners -approve the pilot study and authorize the Chairman of the <br />iBoard of County Commissioners to execute the resolution to apply for a <br />matching grant from St. Johns River Water Management District. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, the Board unanimously adopted <br />Resolution 91-179 authorizing application to St. <br />Johns River Water Management District for matching <br />grant funding for Shallow Well Extraction/Injection <br />System Pilot Study, for a proposed total budget cost <br />of $200,000, as recommended by staff. <br />24 <br />
