1 of County Commissioners should require that if a person is on both <br />LAAC and IRLT, that person must make a choice and resign from one <br />or the other. The problem arises because this is a small community <br />and a concerned citizen may serve on many committees. <br />Tony Robinson, Chairman of the Board of Directors of the <br />Indian River Land Trust, explained that the IRLT is one of fourteen <br />such organizations in Florida; there are 800 nationally. The Trust <br />is able to aid government in acquiring land by being able to move <br />quickly taking options on land until that government body is able <br />to purchase it. The Board of the Trust works as advisors to LAAC. <br />They do not meet, they do exchange ideas, they do not influence <br />LAAO. Ms. Robinson, as Chairman, is the only member who sees all <br />the other members. The letterhead is misleading in that respect. <br />Commissioner Eggert stressed that members of the Board of IRLT <br />should not be on LAAO. She also felt use of the letter gives the <br />appearance of the writer speaking for the organization. <br />C. C. "Bud" Kleckner, IRLT Advisory Board member, confirmed he <br />does not attend Board of Directors meetings, even though advisors <br />are allowed to attend. His contact is strictly with Tony Robinson <br />as the Chairman. <br />Tony Robinson suggested and Commissioner Scurlock supported <br />the policy of any member of IRLT who is appointed to LAAC should <br />resign from IRLT. <br />Discussion ensued regarding the Sunshine Law and its <br />requirements and the necessity of avoiding even the appearance of <br />impropriety. <br />Commissioner Scurlock requested the attorneys office to make <br />the policy or guidelines to be followed in this respect. <br />.3 There being'no further business to come before the Board, on <br />motion duly made, seconded and unanimously carried, the <br />meeting -adjourned at 12:40 olclock P.
