Rison -C - <br />Staff Planner, Current Development <br />DATE: December 5, 1991 <br />SUBJECT: Annette Karnatz's Request for Special Exception Approval <br />for an Accessory Noncommercial Stable — <br />SP -MI -91-11-65 <br />#91090050-001 _ <br />It is requested that the data herein presented be given formal. <br />consideration by the Board of County Commissioners at its regular <br />meeting of December 17, 1991.. <br />DESCRIPTION AND CONDITIONS: <br />Annette Karnatz has submitted a request for special exception use <br />approval for a noncommercial stable to be located at 4125 21st <br />Street S.W. The aforementioned request was accompanied by_a <br />concurrent request for minor site plan approval which has been <br />granted by the Technical Review. Committee (TRC), _subject to <br />approval of the special exception use. <br />A use which requires special exception approval is one which <br />normally would have an adverse impact on its surroundings unless <br />carefully regulated in scale, duration, or nature. Special <br />exception approval requires submittal of an approvable site plan <br />meeting all site plan criteria, zoning district criteria, and <br />criteria set forth in the regulations for the specific use. It is <br />then the responsibility of the Board of County Commissioners, based <br />on a recommendation of the Planning and Zoning Commission, to <br />either grant or deny approval. The Board of County Commissioners <br />may attach to its approval any reasonable conditions which it feels <br />are necessary to further lessen any possible impacts. <br />At its regular meeting of November 14, 1991, the Planning and <br />Zoning Commission voted unanimously (7-0) to recommend that the <br />Board of County Commissioners grant special exception use approval <br />for Annette Karnatz's request. <br />ANALYSIS: <br />1.
