He also indicated Vero <br />Highlands subdivision with close to 5,000 lots, plus 230 acres of <br />undeveloped land to,the west. He pointed out that after this area <br />is fully developed, 6th Avenue Southwest and 23rd Street Southwest <br />will be high-volume thoroughfares and that 6th Avenue Southwest is <br />a route children use to go to the elementary school. Mr. Cain <br />stressed that Public Works, Traffic Engineers and the County <br />Engineering Department are concerned about any mix of vehicular <br />traffic, golf carts and school children. Mr. Cain emphasized that <br />a golf cart crossing should be separated from the intersection. He <br />said the ideal situation would be a grade -separated golf cart <br />crossing. Public Works DirectVr Jim Davis had researched and <br />determined the approximate cost of putting in a golf cart "bridge" <br />to be approximately $28,000 delivered to the site, plus the cost of <br />erection, for an approximate total of $50,000 to $60,000. Mr. Cain <br />did not support the stop -control approach as recommended by the <br />developer's traffic consultants because of the lack of positive <br />control. Golf cart drivers may misjudge the timing and their <br />ability to get across the roadway, and the seriousness of accidents <br />is a concern. <br />Chairman Bird thought that the heaviest traffic on the roads <br />would be early in the morning, with everyone going to work and to <br />school, and returning in the evening, while golf course traffic <br />would be later in the morning to the middle of the day. He <br />estimated the normal spacing between foursomes is seven to eight <br />minutes. He understood the concern for safety and felt- it would be <br />the Board's responsibility to judge whether it is practical to <br />require the golf cart bridge. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Bob Swift, 3020 Indian River Drive, principal partner in <br />Lodar, the proposed developer of the subject property, came before <br />the Board. He introduced Jim DMarzo, another partner, and Keith <br />Pellan with Urban Resource Group who did the land planning. Mr. <br />Swift commented that staff had been courteous, professional and <br />responsive and he hoped the Board would ratify their <br />recommendations. Mr. Swift agreed with Mr. Boling's enumeration of <br />points of discussion and stated there is one more- which will be <br />addressed at the time of final plat design, which is non - <br />compensable dedication of rights-of-way. Mr. Swift felt the issue <br />of street name versus street number is a subject that could be <br />discussed all day long. He pointed out that the design of the golf <br />M <br />52 <br />M <br />
