club develQ�ment will have a perimeter road, much like Highland <br />Drive which is a perimeter road in Vero Highlands. He felt there <br />are cases where a named street is appropriate. Mr. Swift assured <br />the Board he is concerned with the safety of pedestrians, golf cart <br />operators and vehicles. He is also interested in the aesthetics of <br />the golf club community as well as the surrounding neighborhoods. <br />His group looked at other communities where golf carts cross busy <br />streets with apparently little conflict. The developers, <br />consultants advised that grade level crossings really are best. He <br />said the underground tunnel seems impractical because of the ground <br />water situation. The attractive nuisance character of an overpass <br />must be taken into consideration along with the land needed in the <br />approach to get up to sixteen feet in height. Mr. Swift said the <br />best alternative is to put the burden on the golf cart operator, <br />not on the drivers on the road. Mr. Swift noted several other <br />roadways in the area are scheduled to be extended and expanded, <br />which will take some of the burden off Highland Drive. He stated <br />he has asked staff about the feasibility of reducing the speed <br />limit on Highland Drive and is aware that it is a concern of the <br />neighbors in that area. <br />Roberto Piscitelli, 674 23rd Place, Southwest, Vero Beach, <br />came before the Board to voice his concern about traffic at the <br />subject intersection. He felt the children on bicycles could be <br />involved in accidents with golf carts. He suggested golf cart <br />traffic should be curtailed during the hours when children are <br />going to and coming from school. <br />Chairman Bird stressed we are all concerned with the safety of <br />children. Safety features will be covered in the site plan <br />procedure, but it would not be practical to stop golf cart traffic. <br />Golf cart operators must yield the right-of-way to vehicular <br />traffic on Highland Drive. <br />Kevin McLaughlin, 3011 Fairway Drive, Fort Pierce, the real <br />estate broker representing the owners of the property immediately <br />adjacent to the planned development on the east side, said he and <br />the owners of the property are in favor of and support the plan. <br />Joseph DeMayo, 665 21st Street, Southwest, came before the <br />Board to address another hazard. He said Highland Drive goes up <br />over a hump, over a creek and curves, causing visibility problems <br />and is a very dangerous area particularly at sunrise and sunset. <br />He wished we would correct this problem by acquiring some property <br />and straightening out the curve.
