DEC 17 1991 BOOK 85 Fa.IA RJ,020 <br />It was determined that no one else wished to be heard and the <br />Chairman closed the public hearing. <br />Chairman Bird asked Mr. Swift to summarize his position <br />regarding the items under discussion. <br />Bob Swift stated his understanding is that the request for <br />waiver of sidewalks is not something the Board has the ability to <br />waive so they were not contesting that. The applicant agreed with <br />staff's second recommendation that the cart crossing be a grade <br />level crossing, which the developer will monitor, and if the <br />situation warrants signalization, the developer would be obligated <br />to do it. On the issue of number�rnames, the applicant agreed with <br />the Planning and Zoning Commission's decision to use a name system. <br />Mr. Swift understood the non-compensability for dedication of <br />right-of-way was not an issue to be decided at this time. <br />Director Keating agreed the Board must decide on the golf cart <br />crossings and names or numbers of streets. As far as the <br />dedication of 25 feet of right-of-way, Mr. Keating said the Land <br />Development Regulations (LDRs) are specific that when there are <br />local roads of less than minimum width, within or abutting the <br />site, then the applicant has to make up his share of it. <br />Chairman Bird suggested that we specify that the 25 feet of <br />right-of-way will be made available by the developer, and the non - <br />compensatory issue can be argued later. <br />Commissioner Scurlock was in favor of using numbers for the <br />streets with an additional name on the signs in smallek lettering. <br />Commissioner Eggert wished to see a minimum of name and number <br />combinations rather than names only. <br />Chairman Bird asked how many streets there will be. <br />Mr. Swift pointed out that the plan is conceptual and is <br />subject to change. There will be one entrance off Highland Drive <br />which will continue in a looped perimeter road with cul de sacs <br />created off that road. There would not be many names in the <br />community, and they would be indicated north, south, square, <br />circle, or whatever is appropriate to be consistent with the <br />County's numbering system. <br />54 <br />
