DESCRIPTION AND CONDITIONS <br />This is a request to rezone approximately 6.4 acres from CH, Heavy <br />Commercial District, to IL, Light Industrial District. The <br />property is located on the north side of 99th Street (Vickers <br />Road), just east of the FEC Railroad right-of-way. The property is <br />owned by APD, Inc. The applicant, William S. Ford, intends to <br />utilize the property for light industrial uses. <br />On December 12, 1991, the Planning and Zoning Commission voted 5-0 <br />to recommend the approval of this request to rezone to IL. <br />Existing Land Use Pattern <br />The subject property coptains a substantially constructed warehouse <br />structure, paving for driveways and parking, and a stormwater <br />management system. While the site plan for this property was <br />released and improvements were made to the site several years ago, <br />the applicant filed for bankruptcy before all improvements were <br />made; therefore, final inspections were never made, .and no <br />Certificate of Occupancy (CO), was' issued. <br />The property is zoned CH, Heavy Commercial District. Property to <br />the south shares the same CH zoning and is vacant land. Properties <br />to the north and east of the subject property are zoned CG, General <br />Commercial District and contain some vacant land, a fruit and <br />vegetable stand, a hair salon and a single family residence. The <br />FEC Railroad right-of-way lies to the west; beyond that to the west <br />lies a small triangular piece of property within the City of <br />Sebastian, containing the 99th Street Industrial Park. Southwest <br />of the subject property, opposite the FEC Railroad right-of-way, <br />lies Breezy Village Mobile Home Subdivision, zoned RMH-8, <br />Residential Mobile Home - 8 (up to 8 units per acre). <br />Future Land Use Pattern <br />The subject property is located within the U.S. #1 <br />Commercial/ Industrial Node (Schumann Drive to Breezy Village). <br />This designation permits various types of commercial and industrial <br />zoning categories. Properties to the north, south and east of the <br />subject- property share this land use designation. A small <br />triangular piece of property to the west of the subject property <br />and the, FEC Railroad right-of-way lies within the city limits of <br />Sebastian. <br />Transportation <br />The subject property has access from 99th Street (Vickers Road), <br />which is not classified as a thoroughfare plan road on the future <br />roadway thoroughfare plan map. As such, it is considered a local <br />road and must meet the local road requirements of the county's land <br />development regulations. At present, Vickers Road is a two lane, <br />paved road with approximately sixty (60) feet of existing public <br />road right-of-way. <br />Environment <br />There is an existing warehouse structure on the subject property, <br />along with other required site improvements such as parking, <br />landscaping and stormwater management.
