Ll <br />JAN 1419('' <br />BOOK <br />While policy 1.11 is particularly applicable to this request, other <br />comprehensive plan policies also have relevance. For that reason, <br />staff evaluated the subject request for consistency with all plan <br />policies. Based upon that' analysis, staff determined that the <br />request.is consistent with the comprehensive plan. <br />Potential Impact on Environmental Quality <br />The environmental characteristics of the subject property are <br />suitable for low density residential development, provided that the <br />existing wetland on the property is taken into consideration during <br />site development design and provided that wetland impacts are <br />minimized. LDR Chapter 928, Wetland Deep Water Habitat Protection, <br />provides the county with regulatory control to ensure that any <br />wetland impacts will be minimized and mitigated, as applicable. <br />Therefore, staff feels that this request is consistent with the <br />county's conservation and environmental protection policies. <br />Compatibility with the Surrounding Area <br />It is staff's position that the proposed request to rezone the <br />subject property to RS -3 will result in development which will be <br />compatible with the surrounding area. Not only is the subject <br />property centrally located within the L-1 land use designation, <br />which allows up to 3 units per acre, but properties to the north <br />(Rain Tree Corner Subdivision) and east (Laurel Oaks Subdivision) <br />are already developed with single-family lots. While adjacent <br />properties to -the west and south are in active citrus development, <br />they also contain single-family residences. Based upon the <br />analysis performed, staff feels that the requested RS -3 zoning <br />would be compatible with the surrounding area. <br />Conclusion <br />The rezoning is compatible with the surrounding area, consistent <br />with the goals, objectives and policies of the comprehensive plan, <br />meets all applicable concurrency criteria, and has no negative <br />impacts on environmental quality. The subject property is located <br />in an area deemed suited for low density residential uses and has <br />met all applicable criteria. Staff support the subject request. <br />RECOMMENDATION <br />Based upon the analysis performed, staff recommends that the Board <br />of County Commissioners approve the request to rezone the subject <br />property to RS -3. <br />56 <br />
