ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Scurlock, the Board unanimously <br />directed staff to prepare necessary documentation <br />and authorized staff to present our position to the <br />officials of Florida Department of Natural Resources <br />(FDNR) and National Park Service (NPS) in Atlanta to <br />try to convince them that the Old Dixie landfill <br />site would be appropriate for recreational use. <br />RAILROAD BLOCKING FOUR CROSSINGS IN GIFFORD AREA FOR ONE-HALF HOUR <br />Commissioner Bird requested that he be allowed to discuss an <br />item out of sequence at this point because he had to leave the <br />meeting. The Board agreed. <br />Commissioner Bird reported on a situation where the Florida <br />East Coast Railway (FEC) had blocked four crossings for more than <br />one-half hour, during which time the residents of Gifford and <br />emergency vehicles were not able to move back and forth. He had <br />been alerted to this fact by a telephone call from a resident. <br />Commissioner Bird requested a letter be sent to the president of <br />FEC strongly urging them make every attempt not to block all four <br />of those crossings at one time. He realized there are switching <br />procedures and handling of trains involved but if all four <br />crossings are blocked, the next alternative is to cross the tracks <br />south in Vero Beach or north at 65th Street, both of which are <br />great distances. <br />Commissioner Wheeler said if we do not have an ordinance to <br />control trains, we should adopt one, and Deputy County Attorney <br />Collins thought we could not adopt such an ordinance but would look <br />into it. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Scurlock, the Board unanimously <br />directed staff to write a letter to the president of <br />the Florida East Coast Railway strongly urging them <br />not to block railroad crossings for any prolonged <br />periods of time. <br />Commissioner Bird excused himself from the meeting because he <br />had to attend another meeting. <br />AS -BUILT RESOLUTIONS AND ASSESSMENT ROLLS FOR PAVING AND DRAINAGE <br />IMPROVEMENTS TO: <br />1) 42ND AVENUE BETWEEN 6TH STREET AND 8TH STREET <br />2) 39TH AVENUE BETWEEN 6TH STREET AND 8TH STREET <br />The Board reviewed memo from Michelle Gentile dated December <br />19, 1991: <br />65 <br />iJAN A92 BOOK N3 PAGE -3001a <br />
