Eggert <br />FROM: Chairman REFERENCES: <br />The Indian River County Community Partnership Study Program <br />is being formed under the direction of Robert Horrobin, Chairman <br />of the Substance Abuse Council of Indian River County. They want <br />to apply for .a 5 -year grant and ask Martin County to be the <br />comparison community. <br />Please approve my working with this partnership and signing <br />a letter made up of paragraphs 1 & 2, and a closing of the <br />"Sample Letter from Indian River Partnership Members." <br />A copy of "Renewing the Learning Process," which gives the <br />background of this program, is available in my office. <br />MOTION WAS MADE by Commissioner Wheeler to approve <br />sending a letter in support of a Community <br />Partnership Study Program and the Chairman's <br />participation in said program. <br />Commissioners Bowman and Scurlock asked for clarification of <br />the procedures and funding of the program. <br />Chairman Eggert explained that this pilot program is to be <br />funded by the United States Public Health Service. The Substance <br />Abuse Council personnel will coordinate all agencies currently <br />involved with substance abuse, and supply information and materials <br />using every means of communication to work with community groups <br />and to reach families of very young children. Indian River County <br />will have an active program; another county of the same size and <br />demographics will not have an active program. At the end of five <br />years, the two counties will be compared to test the validity of <br />the program. <br />Commissioner Bowman was unsure of the participants and felt we <br />needed more information before we get involved. <br />74 <br />
