ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Wheeler, the Board unanimously directed <br />the County Attorney to proceed to repeal Chapter 206 <br />of the Codes of Indian River County, Florida. <br />BUDGET AMENDMENT NO. 011 - PURCHASE OF E911 LOGGING RECORDER FOR <br />VERO BEACH POLICE DEPARTMENT <br />The Board reviewed the following memo dated 1/16/92: <br />TO: `-Board` of County Commissioners <br />THROUGH: James'C. Chandler <br />County Admknistjator <br />14 W <br />FROM: Doug Wright; Director <br />Department of Emergency <br />SUBJECT: Purchase of E911 Logging <br />Police Department Public <br />and Budget Amendment No. <br />Services <br />Recorder for Vero Beach <br />Safety Answering Point <br />011 <br />It is respectfully requested that the information contained herein be <br />given formal consideration by the Board of County Commissioners at <br />the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />The Vero Beach Police Department E911 Public Safety Answering Point <br />(PSAP) has a Dictaphone 5500 eight (8) channel dual logging recorder <br />which is used to record all incoming and outgoing calls for the PSAP. <br />The serial number of the recorder is 906410 and it is a model 5082. <br />The equipment was purchased in January, 1987, at a cost of <br />$12,029.75. The recorder is requiring a substantial amount of <br />maintenance and its ability to function around the clock is very <br />questionable. Given the nature and sensitivity of the information <br />being recorded, staff from the Vero Beach Police Department is <br />requesting that the recorder be replaced from the E911 surcharge <br />fund. <br />The Dictaphone Company currently provides logging recorders under <br />State Contract #725-630-90-1. The Vero Beach Police Department PSAP <br />is seeking a Dictaphone Model 9102 ten channel dual transport <br />recorder/reproducer per the attached quote for a total price of <br />$19,581.80 which includes installation and maintenance. <br />ALTERNATIVES AND ANALYSIS <br />The recorder was not budgeted -in this fiscal --year due to the <br />information being supplied to Indian River County at a late date in <br />the budget process. Plans were to include it in the next fiscal year <br />budget, but the Vero Beach Police Department 911 staff indicate the <br />current recorder will not continue to function accurately for that <br />extended period of time. <br />Based on the fact that information conveyed to the 911 secondary PSAP <br />must be accurately and correctlyrecorded <br />requirements and to :protect the ciy and county <br />from tlitigatito on,� <br />staff recommends that the recorder be replaced. <br />Funds are available per the attached budget amendment for the <br />purchase of the capital equipment. <br />RECORKENDATION <br />Staff recommends the Board approve budget amendment no. 011 and the <br />purchase of the ten channel recorder/reproducer from state contract <br />for the Vero Beach Police Department Public Safety Answering Point. <br />45 <br />BOOK Fair'42,3 <br />JAN -28 199 <br />
