ANALYSIS <br />Attached please find the recent appraisals of the properties with an <br />appraisal of $393,000.00. We are seeking approval to accept an <br />offer of $340,000.00 on this property immediately. We are proposing <br />to ignore the value of personal property on the= -parcel, except as <br />outlined on the attached memo to James Chandler, dated January 16, <br />1992. <br />Again, due to the imminent foreclosure on this property, we are <br />requesting authorization to proceed with the immediate purchase of <br />this -property. <br />RECOMMENDATION <br />The staff of the Department of Utility Services requests <br />authorization to accept the offer of $340,000.00 for the 9.81 <br />nursery parcel and proceed with its purchase. <br />MOTION WAS MADE by Commissioner Wheeler, SECONDED <br />by Commissioner Bird, that the Board approve staff's <br />recommendation to authorize the acceptance of the <br />offer of $340,000 for the 9.81 nursery parcel and <br />proceed with its purchase. <br />Under discussion, Commissioner Scurlock stated that he had <br />several questions on the need to acquire additional property. One <br />question is whether we can fit the wastewater treatment plant on <br />the existing site. He asked that question of the consultants <br />during a previous meeting and their answer was "yes, the entire 6 - <br />million -gallons -per -day plant would fit on the existing site. In <br />fact, the consultants indicated to him again just yesterday that <br />the entire 6 -million -gallons -per -day facility could be located on <br />the existing site and meet all site plan requirements including <br />buffer. He would like some more information as to why we need to <br />purchase a $500,000 piece of property when we meet all site plan <br />requirements not only for the existing facility that is being <br />constructed but also for the facility at build out, storage <br />included. <br />Utilities Director Terry Pinto advised that both of the <br />engineers who were working on our master plan at the time, Camp <br />Dresser McKee (CDM) and Post, Buckley, Schuh & Jernigan, have <br />submitted a letter to us with their views on the issue. Both <br />engineers have said they can locate the wastewater treatment plant <br />on that site, but there are a couple of things we have to look at <br />78 <br />
