Director Pinto admitted that this buffering would not control <br />the odor but would put some space between the plants and the <br />residential. <br />In answer to Commissioner Scurlock's inquiry on obtaining <br />clear title, Administrator Chandler assured him that this would be <br />handled the same as any other property the County acquires; if we <br />cannot get clear title, we simply don't close. <br />After another round of lengthy debate on the advantages and <br />disadvantages of acquiring additional land, Commissioner Bird felt <br />the two main questions on the price and the need had been <br />addressed. He didn't feel that the prices were out of line, but as <br />far as whether we need to.acquire and whether it would be prudent <br />for us in the long haul, he really has to rely heavily on staff, <br />and they are recommending the purchase of the additional property. <br />VICE CHAIRMAN BOWMAN CALLED FOR THE QUESTION. The Department of Utility Services has developed a scope of <br />services (Work Authorization No. 2) for the consultant to analyze <br />the existing collection system.
