PINTO <br />DIRECTOR OF UTILI VICES <br />PREPARED WILLIAM ii �S�N <br />AND STAFFED CAPIT CTS ENGINEER <br />BY: DEPAR F UTILITY SERVICES <br />SUBJECT: OSLO ROAD FORCE MAIN REDESIGN AND VISTA PROPERTIES <br />WASTEWATER TREATMENT FACILITIES SEWER INTERCONNECTION <br />BACKGROUND <br />In a developers agreement between Indian River County and the group <br />proposing the:Oslo Road shopping center at 27th Avenue and Oslo Road, <br />the firm of Masteller and Moler, Inc., designed an 8" force main to <br />serve the proposed project. The design was completed approximately <br />eighteen months,ago. This was in advance of the decision to construct <br />the South County Wastewater Treatment Plant on Oslo Road. As a result <br />of this decision, the aforementioned line must be enlarged to <br />accommodate the flows to the proposed plant site. We do not anticipate <br />the developer constructing this line. However, we are now proposing to <br />Put Masteller and Moler, Inc., under contract to modify the existing <br />plans and construct the line ourselves. Along with the modification of <br />the Oslo Road plans, we wish to have Masteller and Moler, Inc., do the <br />design for the connection of the Thompson Elementary School, Holiday <br />Village Mobile Home Park and the Vista Properties wastewater plants to <br />our system. The school and the mobile home park are being connected <br />due to the existing agreements for sewer service with the County and <br />will be connected to the Oslo Road force main. The Vista plants are <br />being interconnected to add more system flexibility; i.e. <br />connect them in a manner which will allow us to send additionalwflowlll to <br />them or at some future date remove them from service and deliver their <br />flow to our regional system. <br />ANALYSIS <br />Based on our interpretation of CCNA guidelines, we are able to utilize <br />the firm of Masteller and Moler,-=Inc., for this= project, due to the <br />fact that they have already designed the Oslo Road project as stated <br />above in the Background. <br />Attached is a breakdown of engineering costs relative to each work <br />item. Please note that the original design costs relative to the Oslo <br />'Road force main design have been deducted from overall engineering fees <br />associated with "Task All. The total estimated construction cost under <br />"Task A" is $480,000.00. The engineering cost will be $20,490.00, with <br />3% of the contract construction cost for inspection services that will <br />not exceed $14,400.00. The total estimated construction cost for "Task <br />B" (Vista Properties connection) is $150,000.00; the engineering costs <br />wil be $12,150.00, with 3.7% of construction for inspection services <br />at t5,550.00. (See attached work authorization and cost breakdown <br />exhibit.) <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve for signature the attached <br />contract with Masteller and Moler, Inc. <br />84 <br />
