US -90 -28 -CS <br />BACKGROUND <br />On September 25, 1990, the Indian River County Board of County <br />Commissioners approved the firm of Kimball/Lloyd, Inc., to study and <br />design the North County sewer collection system. The design study. <br />was completed in mid 1991. Subsequently, the project was put on <br />hold while our franchise status in the City of Sebastian. was <br />debated. On August 6, 1991, the Board of County Commissioners <br />authorized the Utilities Department to proceed with the project in, <br />areas outside the city limits of Sebastian within thirty days of <br />this approval. (See attached agenda item and minutes.) The <br />Utilities Department has completed negotiation with Kimball/Lloyd, <br />Inc., for design services and assessment roll preparation (see <br />attached). The current project boundaries are as follows: bounded <br />on the west by U.S. 1, bounded on the east by the Indian River, <br />bounded on the south by 129th Street, and terminating on the north <br />at the Sebastian River. <br />ANALYSIS <br />The engineering costs are based on an estimated total construction <br />cost of $1,387,865.00. Actual design fee is 7.4% of estimated <br />construction, or $102,700.00; survey costs are set at a <br />not -to -exceed limit of $27,520.00. The above fee for surveying <br />includes a credit of $3,980.00, which was contractually paid to <br />Kimball/Lloyd under the study portion of this project (see attached <br />original contract and the First Modification to existing agreement). <br />The Second Modification to agreement is for the preparation of an <br />assessment roll relative to the project (see attached). The <br />services proposed to be accomplished are not to exceed a cost of <br />$4,505.00, on a per parcel basis of $17.00. The Utilities <br />Department feels these costs are in line with other similar design <br />work previously performed for the County. <br />RECON MENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners execute the attached agreement <br />Modifications 1 and 2 with Kimball/Lloyd, Inc. <br />23 <br />SEB 0 4 gin - <br />BOOK <br />
