If the Board of County Commissioners grants special <br />exception approval, then the administrative approval site plan for <br />Phase I can be approved by staff. <br />ANALYSIS: <br />1. Proposed Use: The proposed place of worship will offer <br />several different types of special event and regularly <br />scheduled religious programs in addition to weekly worship <br />services. The conceptual plan (see attachment #3) depicts a <br />variety of structures including a worship center, advance <br />center (for religious instruction), prayer hermitages, a staff <br />house, a missionary house, and a parsonage. The principal use <br />of the site will be as a place of worship with accessory <br />facilities for instruction and special purpose small group <br />meetings. County planning staff, in coordination with th <br />County Attorney's Office, has concluded that the proposed uses <br />constitute a "place of worship" as defined in chapter 901 of <br />the LDRs (see attachment #5) <br />2. Phase II, <br />which may be subsequently broken-down into sub -phases, <br />consists of a new worship and activity center building, a <br />staff house, a house for an in -residence missionary, several <br />prayer hermitage buildings (for isolated meditation), an <br />advance center, and a maintenance building. Driveway and <br />parking areas, landscaping, and drainage improvements are <br />proposed to be provided with each phase.
