9. Traffic Circulation: The project's 45th Street access will be <br />improved with Phase I construction which will include a new <br />culvert and a 22' wide paved driveway apron. The proposed <br />driveway and circulation system has been approved by the <br />County Traffic Engineer. <br />10. Off -Street Parking <br />*Phase I <br />Required: 12 spaces (Phase I) <br />Provided: 15 spaces (Phase I) <br />*Total (Phases I & II) <br />Required: 50 spaces <br />Provided: 54 spaces <br />The applicant is proposing to use stabilized, grassed parking <br />accessed by a marl driveway in Phase I. This type of design <br />is approvable since a place of. worship is considered an <br />infrequent use, and the LDRs allow for unpaved, stabilized <br />parking surfaces for infrequent uses. With approval of the <br />conceptual plan, the use of grassed parking for Phase I will <br />be considered approved. <br />The applicant has proposed to pave the most heavily used <br />portion of the driveway and parking spaces in conjunction with <br />Phase II. These areas will be used daily by staff. The <br />internal access driveway will also be extended to service the <br />southern portion of the project in Phase II, and additional <br />grassed parking will be provided along with Phase II <br />construction. <br />11. Stormwater Management: The Stormwater Management Plan has <br />been approved by the Public Works Department. <br />12. Landscape Plan and Buffering: The landscape plan is in <br />conformance with Chapter 926 and includes a required type "C" <br />buffer along the east and west property lines for Phase I, and <br />along the south property line for Phase II. The applicant is <br />proposing to use existing vegetation to fulfill the buffer <br />requirements. The type "C" buffer standards will need to be <br />satisfied prior to issuance of a Certificate of Occupancy <br />(C.O.) for the project. <br />As previously described, the Planning and Zoning Commission, <br />based upon concerns expressed by an adjacent property owner, <br />recommends that the height of lighting sources within the <br />project be limited to 6' or less as measured from ground <br />level. Furthermore, the lighting should be shielded from <br />surrounding properties. This restriction has been <br />incorporated into a recommended condition of approval <br />appearing at the end of this report. <br />13. Utilities: Phase I- will be serviced by a private well and <br />septic system. Prior to any Phase II construction, the <br />project must be connected to Indian River County water and <br />wastewater utilities services. These utility provisions have <br />been approved by the Environmental Health Department and the <br />County's Division of Utility Services. <br />14. Dedications and Improvements: None are applicable. <br />15.
