FEE 1'9 92 <br />BOOK Fr1Ul C!' <br />The effluent disposal facilities proposed on site will consist of <br />large percolation basins which will be totally bermed. For most of <br />the year, these percolation basins will look much like large, <br />bermed and landscaped dry retention areas. During certain periods <br />of heavy rainfall, however, irrigation -quality effluent will be <br />conveyed into the basins for percolation. <br />Pursuant to Section 971.05 of the LDRs, the Board of County <br />- Commissioners is to consider the appropriateness of the requested <br />use based on the submitted site plan and the suitability of the <br />site for that use. The Board may approve, approve with conditions <br />or deny the special exception use. The County may attach any <br />conditions and safeguards necessary to mitigate impacts and to <br />ensure compatibility of the use with the surrounding area. <br />At its January 23, 1992 meeting, the Planning and Zoning Commission <br />unanimously voted to recommend that the Board of County <br />Commissioners grant special exception approval. <br />ANALYSIS: <br />1. Size of Development Area: 34.1 acres <br />2. Zoning Classification: RM -4, Residential Multi -family (up <br />to 4 units per acre) <br />3. Land Use Designation: L-2, Low Density Residential (up to <br />6 units per acre) <br />4. Building Area: 380 sq. ft. (unmanned, water distribution <br />structure) <br />5. Total Impervious Area: 29,620 sq. ft. (on-site, stabilized <br />roadway) <br />6. Open Space Required: 40% <br />Provided: 98% <br />7. Traffic Circulation: A portion of 57th Street (Storm Grove <br />Road) will be constructed from 58th Avenue to the project <br />location in order to provide access to the subject site. This <br />roadway construction is an off-site improvement which is not <br />part of this project; however, the improvement must be <br />completed before the facility can begin operation. To provide <br />on-site circulation, a stabilized internal loop roadway will <br />be constructed so that each effluent disposal basin area can <br />be accessed for periodic maintenance. <br />8. Off -Street Parking: As an unmanned facility and an <br />infrequently used site, the project will be visited usually by <br />a single vehicle for inspection and maintenance (mowing) of <br />the facility. As an infrequent use, no paved parking is <br />required; adequate, stabilized parking and driveway areas are <br />proposed. By approval of this site plan, the unpaved, <br />stabilized parking provisions will be approved. <br />9. Stormwater Management: The Stormwater Management Plan has <br />been approved by the Public Works Department. <br />10. Landscape Plan: The landscape plan is in conformance with <br />Chapter 926 requirements as well as applicable buffering <br />requirements required via specific land use criteria (see item <br />#15, this report). <br />11. Utilities: No utilities services are required. <br />12. Dedications and Improvements: None are required. <br />16 <br />
