M <br />13. Concurrency: No concurrency certificate is <br />project since no intensification of site use <br />would impact traffic, drainage, parks, <br />utilities facilities. <br />required for this <br />is proposed that <br />solid waste, or <br />14. Environmental Concerns: The project site consists of a total <br />of 34.1 acres with 27.9 acres comprised of native upland <br />vegetation. As required pursuant to section 929.05, 15% of <br />the 27.9 acres must be set aside as preserved native upland <br />habitat. Based upon that requirement, a minimum of 4.2 acres <br />must be set aside. The applicant, however, will preserve <br />approximately 10.9 acres or 39% of the existing upland <br />habitat. Since the county cannot grant a conservation <br />easement to itself, the site plan will depict the limits of <br />land clearing and the area to be preserved. Thus, the site <br />plan will become the controlling document for <br />conservation/preservation purposes; no clearing or tree <br />removal will be allowed within the preservation area. <br />15. Specific Land Use Criteria: <br />A. Between all above -ground facilities (except distribution <br />and collection facilities) and adjacent property having <br />a residential land use designation a Type "B" buffer <br />(reduce to Type "C" where abutting a local roadway, <br />reduce to "D" buffer where abutting a thoroughfare plan <br />roadway) (with six-foot opaque screening) as specified in <br />Chapter 926, Landscaping, shall be provided; <br />B. All below -ground high voltage cables within a utility <br />right-of-way shall be made known to the public through <br />the use of signs posted therein; <br />C. In all zoning districts except the industrial districts, <br />all equipment, machinery and facilities which cannot by <br />their size or nature be located within an enclosed <br />building shall be separated from adjacent properties <br />having a residential land use designation by a Type "D" <br />buffer (with six-foot opaque screening) as specified in <br />Chapter 926, Landscaping; <br />D. All buildings and loading areas shall be located a <br />minimum of fifty (50) feet from any lot line adjacent to <br />a residentially designated property; <br />E. Driveways located in close proximity to adjacent <br />properties having a residential land use designation <br />shall provide a six-foot opaque screening between the <br />driveway and adjacent property. An eight -foot opaque <br />screen may be required if deemed necessary to mitigate <br />noise and visual impacts. <br />All of the above specific land use criteria have been <br />satisfied by the site plan proposal. <br />16. Surrounding Land Use and Zoning: <br />North: 57th Street Right -of -Way, Bent Pine <br />project/RM-4 <br />South: North Relief Canal, Vacant/A-1 <br />East: Hawks Nest project/RM-4 <br />West: Vacant/RM-4 <br />RECOMMENDATION: <br />Based on the analysis performed, staff <br />County Commissioners grant special <br />construct the effluent reuse disposal <br />conditions: <br />17 <br />recommends that the Board of <br />exception use approval to <br />Project, with the following <br />�- <br />B�OK r, Gr. <br />
