n <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Bird, to grant the Deed Of Easement <br />to the City of Vero Beach, contingent upon Mr. <br />Chandler working out financial terms consistent with <br />our existing policy regarding compensation for <br />easements. <br />Commissioner Bowman was concerned about the sand scrub and led <br />discussion regarding how much area would be cleared under this <br />line. <br />Mr. Johnson responded it would be a trail just wide enough to <br />get a truck through there, and 20 feet would be untouched. <br />Commissioner Scurlock clarified, and Mr. Johnson confirmed <br />they have a commitment to do as little to disturb the site as <br />possible. <br />Commissioner Bowman was concerned about a contractor just <br />coming in and bulldozing the area. <br />Mr. Johnson assured the Board the resident engineer from the <br />City of Vero Beach would be there for the construction, and <br />specifications would clearly indicate what is necessary. <br />Commissioner Bowman commented that the Board showed concerned <br />for the people of Bent Pine, and should show concern for the <br />residents who are close to this 20 -foot buffer. <br />Administrator Chandler reported application was rejected for <br />that reason until staff had more facts and received assurance that <br />the buffer to those residents to the east of this site would not be <br />disturbed, and Mr. Johnson confirmed they would clear a minimal <br />amount to place the poles and then allow the vegetation to regrow. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried 4-1, Commissioner Bowman <br />voting in opposition. <br />DEED OF EASEMENT IS ON FILE IN THE OFFICE OF <br />CLERK TO THE BOARD <br />ADMINISTRATIVE REZONINGS <br />Community Development Director Robert Keating commented from <br />the following memo dated February 11, 1992: <br />25 <br />)7,G <br />BOOK J , , . a ; <br />
