Davis, P.E., <br />Public Works Director <br />SUBJECT: Request from Mrs. Elinor Carnill to Access Beach <br />at Wabasso Beach Park <br />REF. LETTER: Elinor Carnill to Jim Davis dated Feb. 4, 1992 <br />DATE: February 12, 1992 FILE: - cornill.agn <br />DESCRIPTION AND CONDITIONS <br />Ms. Elinor Carnill, the property owner immediately north of <br />the Wabasso Beach park, is requesting permission to access <br />the beach over the County's dune at Wabasso Beach Park for <br />the purpose of placing sand and restoring the dune fronting <br />her residence. During the past year, there has been <br />considerable erosion along the dune in the Wabasso area. <br />Ms. Carnill has received permits from the Florida DNR and <br />County. In the past, the County and Ms. Carnill have <br />restored the dune by transporting sand through a dune break <br />at the north end of the park property. <br />Timing is of consideration since the sea turtle nesting <br />season has been extended from March 1 to October 31. <br />ALTERNATIVES AND ANALYSIS <br />In addition to severe erosion of the dune along Ms. <br />Carnill's property, the Wabasso Beach Park shoreline and <br />dune has experienced severe erosion over the past six <br />months. Approximately nine feet of escarpment exists along <br />the Park's dune line. Staff is of the opinion that <br />approximately 2000 cubic yards of sand at a cost of $8000 <br />is needed to be placed along the Wabasso Beach Park dune. <br />The alternatives are as follows: <br />37 <br />F EB <br />
