� ® s <br />- 5. New. Impervious Surface (Airstrip): None - the existing <br />airstrip will remain a stabilized grass surface: no <br />impervious improvements are proposed. <br />6. Open Space Provided: 100% of site (includes grass <br />airstrip and surrounding open lands) <br />7. Environmental Concerns: The applicant is not required to <br />provide for preservation of upland habitat as the site <br />consists of disturbed and cleared lands. <br />8. Traffic Circulation: No formal roadways are proposed. <br />Existing grove and drainage access roads will be used. <br />9. Stormwater Management: No Indian River County Stormwater <br />Permit is required as no impervious surface is proposed by the <br />project. <br />10. Specific Land Use Criteria - Special Exception Use: Airports <br />and airstrips in the A-1 Zoning District [971.43(1)]: <br />1. Evidence shall be furnished of the acquisition of <br />property for air rights over all land at the ends of all <br />runways where the required glide path of aircraft for the <br />class of the airport is thirty-five (35) feet or less <br />elevation from the ground. <br />Z. All buildings and structures except for hangars and <br />garages shall be at least thirty (30) feet from the <br />property line. <br />3. All airport drives and parking areas shall have a paved <br />surface pursuant to Chapter 954. This shall not apply to <br />airstrips. <br />4. All applicable FAA and state regulations shall be met. <br />5. Letters from appropriate fire and rescue agencies shall <br />be submitted ensuring that protective services can be <br />provided at an adequate level. <br />In staff's opinion, the project as proposed conforms with <br />these applicable land use criteria. Pursuant to ordinance <br />requirements, any and all FAA and FDOT permits, approvals or <br />exemptions shall be obtained prior to site plan release. <br />il. Surrounding Land Use and Zoning: <br />North: A-1, Agriculture/SJWCD Maintenance Compound <br />South: A-11 Agriculture/Active Agricultural Grove <br />East: A-1, Agriculture/Active Agricultural Grove <br />West: A-11 Agriculture/Active Agricultural Grove <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners grant <br />special exception use approval for the airstrip. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously granted <br />special exception use for the St. Johns Water <br />Control District airstrip located in the A-1 Zoning <br />District, as recommended by staff. <br />17 <br />Qpp <br />FEB 251992 <br />
