� s � <br />y Public Works Director Jim Davis suggested separate <br />discussions, beginning with the Granada Gardens Subdivision <br />project. He recounted that in 1986 there were some site plans <br />approved for commercial development and with those site plans staff <br />recommended that the roads in the area be paved. Initially <br />attention was given to a short section of road, but staff felt it <br />would be in the best interest of the County and the grader route to <br />pave 11th Street, S.E., 11th Place, S.E., and Madrid Avenue as one <br />project. Director Davis used an enlarged County map to show the <br />Board the location of the subject roads and pointed out that there <br />are very few unpaved roads in this section of the County. Staff <br />has completed working with the consultant to design the roadways, <br />and stormwater permitting has been acquired. This project is in <br />close proximity to the Indian River and as stormwater runs off the <br />roads we experience silt being transported to the Indian River. <br />The environmental agencies that have permitted the project feel <br />both of those projects would be of benefit to the environment. The <br />estimated cost of the project, $106,412, has been conservatively <br />developed and staff feels that the final cost could be as much as <br />25% less. The night before this meeting staff met with residents <br />to explain the petition paving procedure and to answer questions <br />from the property owners in the benefitted area. Approximately 16 <br />people were in attendance representing the subject project and the <br />Wabasso project and Director Davis felt there were 8 or 9 persons <br />per project. The residents felt at this point in time they did not <br />have the resources to pay the assessment and they were not in favor <br />of the project. Director Davis recommended paving these roads <br />because it would benefit the County's overall road grading <br />maintenance operation by eliminating these roads from the grader <br />route and because there would be environmental benefit to the <br />Indian River. <br />Chairman Eggert led discussion regarding the cost. <br />Director Davis related that the assessments would be on a per <br />parcel basis, estimated at a very conservative $1,856 per parcel. <br />Commissioner Bird pointed out that some residents own a number <br />of parcels, so the burden falls on a few individuals. <br />Director Davis agreed but noted that the area is commercial <br />and not only the property owners but also a large segment of the <br />public travel those roads to get to the various businesses. <br />Commissioner Wheeler asked how many property owners were in <br />favor of the paving project, and Director Davis responded that of <br />the 16 people at the meeting, no one was in favor. There is a <br />total of 65 parcels in the two projects, Granada Gardens <br />Subdivision and Wabasso Subdivision. <br />21 <br />5r-. a <br />BUUK fi <br />�_.� <br />
