r <br />FELE <br />Director Davis explained that the short section of Madrid <br />Avenue which is not included in this project is in a residential <br />area and will be included in a future project. Staff's emphasis is <br />on paving commercialized areas. <br />Tommy Hare, 118 S.E. 11th Street, owner of property on both <br />streets in Granada Gardens, opposed the project because he cannot <br />afford it now and suggested it be postponed for about five years. <br />He also commented that Oslo Road which is just a quarter of a mile <br />south of this proposed project is unpaved, so the grader must <br />travel there. <br />Commissioner Scurlock realized the County"s long-range goal is <br />to eliminate the need for grading unpaved roads in the County. He <br />was concerned that with economic conditions as they are, and while <br />we are committed to petition paving, we have some difficult <br />decisions to make regarding involuntary assessments. <br />Attorney Bruce Barkett, representing Treasure Coast Refuse <br />Corporation which owns four lots on 11th Street, S.E., addressed <br />the Board. He pointed out that the $5,000 which was escrowed in <br />1986 was not the motivating factor in this project, and stressed <br />that all the participants at the public meeting were opposed to the <br />project. No one in the entire area wants it because of the <br />financial hardship during these tough economic times. He also <br />indicated that of the $106,000 estimated cost, Mr. Hare <br />individually would be assessed $40,000. He concurred that <br />postponing this project would be worthwhile. <br />The Chairman determined that no one else wished to be heard <br />and thereupon closed the public hearing. <br />MOTION WAS MADE by Commissioner Wheeler, SECONDED by <br />Commissioner Bird, to deny staff's recommendation to <br />pave lith Street, S.E., 11th Place, S.E., and Madrid <br />Avenue in Granada Gardens Subdivision, because of <br />the difficult economic times and the residents' <br />inability to pay. <br />Under discussion, Commissioner Wheeler added that he could not <br />require residents to pay for paving roads when the County does not <br />meet the same requirements. <br />Commissioner Bird felt this assessment hits a few property <br />owners very hard whereas other projects were spread over more <br />owners. <br />Commissioner Scurlock agreed that the overriding concern And - <br />consideration is the economy and the ability of the people to pay. <br />24 <br />
