We will not abandon our long-range goal, but will take more time to <br />get there. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />Public Works Director Jim Davis advised that the paving and <br />drainage improvements to 83rd Place, 84th Street and Tropical <br />Avenue in Graves Addition to Wabasso Subdivision was initiated by <br />staff at the direction of the Board in 1986 because the stormwater <br />carries material off the roads into the curb and gutter on U.S.1 <br />and into the Indian River. He reported that over the years we have <br />had a tremendous siltation problem in the river in the area of the <br />Wabasso Causeway and that area was dredged twice, each time <br />removing 10,000 cubic yards, so there are environmental problems <br />involved here. We have completed paving the roads to the north, <br />110th Place and 110th Street, and staff feels it would be'in the <br />best interest of the County to eliminate these unpaved roads from <br />the grader route. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Attorney Sam Block, representing Graves Brothers Company, <br />advised that Graves Brothers owns 6 of the 22 parcels involved in <br />this project. This is residential and there has been no <br />construction since 1986. The issue here is that other than Graves <br />Brothers these parcels have smaller homes and the owners cannot <br />afford this assessment, particularly with the economic situation as <br />it is. Mr. Block pointed out that on the east side of U.S.1 none <br />of the roads are paved so the road graders will be required to <br />maintain those roads. He suggested that when times improve we can <br />pave the whole Wabasso area and eliminate the grader routelbut now <br />is not that time. <br />Daniel Formont, 2267 Megans Ocean Walk, owner of rental <br />property in the subject area, opposed this project. He agreed that <br />the timing is wrong for this assessment. His income is down and he <br />worries about making ends meet. <br />Charles Wintermute, 4725 84th Street, representing himself and <br />his wife, Betty, spoke in opposition to the project. He suggested <br />Tropical Avenue should be barricaded because it is infrequently <br />used. He related that there were large holes in the road that he <br />had to fill because he got no response from Road and Bridge <br />Department.
