Carry out the policies of the Conservation Element of the <br />Indian River County Comprehensive Plan, particularly Objective <br />6, Upland Vegetation Communities, with special., emphasis on <br />Policies 6.1 through 6.6 by 1992; <br />2. Work with the County and all municipalities to make priorities <br />for future land acquisition; <br />3. Work with private groups and landholders in addition to state <br />and federal agencies for the acquisition of land; <br />4. Work with current developments and golf courses to place <br />currently preserved land into conservation easements for <br />permanent preservation; and <br />5. Develop funding mechanisms for the acquisition of land. (If <br />a referendum is decided upon, date and amount should be <br />determined.) <br />Moreover, the opening justification statement of the resolution <br />explains that "Indian River County has adopted policies in its <br />Comprehensive Plan which encourage the acquisition of tracts of <br />valuable native land, environmentally sensitive land, or lands <br />which have great recreational worth." <br />Thus, while purpose statement #1 emphasizes the minimum acreage <br />acquisition commitments of Conservation Objective 6 of the <br />Comprehensive Plan, the resolution as a whole appears to direct <br />LAAC to consider acquisition beyond the specified minimum upland <br />acreages. <br />Land Acquisition Guide: <br />Chapter I of the Land Acquisition Guide describes the purpose, <br />objectives and policies of the guide (see attached): The primary <br />objective of the guide as set forth in Chapter I is to "outline <br />procedures for protecting environmentally significant land." <br />"Environmentally significant lands" are further described as <br />including: natural communities; forest resources; rare plants and <br />animals (habitat); coastal and wetland resources; and <br />archaeological features. <br />17 <br />AR 10, 199 <br />
