some cases privately owned wetlands, such as mosquito impoundments, <br />could be managed and restored by working with the private property <br />owners. In other cases the only real way to do this would be <br />through public ownership, and those are the types of properties for <br />which St. Johns River Water Management District are more likely to <br />contribute 50 percent cost sharing. So there certainly is a <br />function that can be served in looking at wetlands provided that we <br />keep in mind there is a sequence of review and the regulatory <br />protections are taken into consideration. <br />Chairman Eggert suggested the staff recommendation be read <br />again before taking a vote on the motion. <br />Discussion ensued about the wording in the recommendation and <br />Commissioner Scurlock clarified, and Chairman Eggert and <br />Commissioners Bowman, Bird and Wheeler agreed, that the Land <br />Acquisition Advisory Committee are charged also with the objective <br />of acquiring environmentally sensitive land beyond the minimum <br />acreage specified in Objective 6. So staff recommendation is to go <br />beyond that minimum objective to include consideration of wetlands. <br />Chairman Eggert stated that the phrase "including sensitive <br />wetlands" means we should look at parcels that have both wetlands <br />and uplands and not one to the exclusion of the other.. <br />Mr. Rogers said that while that may be her interpretation <br />there are members in LAAC who interpret that as a directive to go <br />after wetlands. <br />Commissioner Scurlock agreed there are some members of the <br />committee who gave a great deal of weight to the wetlands portions <br />while other members felt it was not the primary goal. <br />Chairman Eggert thought that could be addressed in the <br />directions to the Land Acquisition Advisory Committee. <br />Commissioner Scurlock clarified that he does not object to the <br />language, "charged with the longer term objective of acquiring <br />environmentally significant land beyond the minimum, including - <br />environmentally sensitive wetlands," but felt that should not be <br />the focus because this is not a wetlands acquisition committee. <br />Commissioner Bird recalled that our primary shortfall is in <br />uplands and that was the starting point for the Land Acquisition <br />Advisory Committee. <br />Mr. Keating recounted that when we were doing the Comp Plan we <br />saw that wetlands were pretty well regulated and under control to <br />some degree; therefore, it was felt that priorities should be in <br />the upland acquisition. <br />Chairman Eggert stressed that the motion is not to change the <br />focus of LAAO, and the Land Acquisition Guide should very <br />specifically reflect that. <br />23 <br />MAR J®1992 <br />600K flu[ <br />
