Land to the <br />east of Parcel 2 is zoned A-1 and consists of larger tracts with <br />single-family residences. Land to the south is primarily rangeland <br />or open field, zoned RS -3, Single - Family Residential District (up <br />to 3 units/acre) . Land to the west of Parcel 2 and 90th Avenue <br />consists mostly of vacant land with scattered single-family <br />residences, zoned A-1. <br />Future Land Use Pattern <br />The entire ±46.26 acres of the subject property and all adjacent <br />properties north, west and east lie within the M-1, Medium -Density <br />Residential - 1 (up to 8 units/acre) land use designation. This <br />designation permits various types of medium density residential <br />development. South of the subject property -and 8th Street, <br />properties lie within the L-1, Low -Density Residential - 1 (up to <br />3 units/acre) land use designation. This designation permits <br />various types of low density residential development. <br />Transportation <br />The subject property has access from 8th Street, 12th Street and <br />90th Avenue. South of parcel #2 lies 8th Street, which is <br />classified as a collector road on the future roadway thoroughfare <br />plan map. This segment of 8th Street is a two-lane paved road with <br />approximately sixty (60) feet of existing public road right-of-way. <br />West of parcel #2 is 90th Avenue, which is classified as a <br />collector road and currently has sixty-five (65) feet of existing <br />public road right-of-way. The northern boundaries of parcels #1 <br />and #3 abut 12th Street, which is classified as a collector road <br />and contains approximately sixty (60) feet of existing public road <br />right-of-way. <br />Utilities and Services <br />The site is located within the South County Water Service Area and <br />the West County Wastewater Service Area. <br />Environment <br />According to the Flood Insurance Rating Maps (FIRM), most of the <br />subject property is located within the 100 year floodplain and is <br />designated as an A zone on the FIRM. The U.S. Fish and Wildlife <br />Service, National Wetlands Inventory maps show that there are <br />wetlands on the subject properties. Both aerial photography and <br />field verification have confirmed the existence of these wetland <br />areas. <br />While the exact size of the wetlands has not been determined, the <br />parcel descriptions below include a rough estimate of wetland <br />acreages. These wetland acreages and jurisdictional boundaries <br />will be more accurately defined by a wetland boundary survey which <br />will be required prior to the initiation of any land clearing or <br />site alteration activity. In addition to the wetlands boundary <br />survey, any alteration of wetlands on the subject properties will <br />also require permits from the county, St. Johns River Water <br />Management District and the U.S. Army Corps of Engineers. <br />Although the wetlands on the subject properties are only <br />temporarily flooded, they appear to be part of a functional wetland <br />system. Consequently, a wetland boundary survey and a wetland <br />functional assessment will be required to determine if any wetland <br />alteration will be permitted by the county or if preservation will <br />be required. <br />The non -wetland portions of the subject properties contain native <br />upland habitats, including pine/palmetto scrub, forested uplands <br />and wetland transitional areas. Although some illegal dumping of <br />trash has taken place, the upland habitats are relatively <br />undisturbed. Upon development, the upland preservation <br />40 <br />
