IIS -90 -26 -DC <br />BACKGROUND <br />On February 27, 1991, the Board of County Commissioners approved the <br />selection of Masteller and Moler for the design of the 1 MGD <br />expansion of the North County WWTP (see attached agenda item and <br />minutes). On April 25, 1991, the Board of County Commissioners <br />approved the contract for the plant design as well as the plant's <br />effluent disposal system design (see attached agenda item and <br />minutes). As can be seen from the attached meeting minutes, we were <br />instructed to hold off on the plant design portion of this project <br />until permitted capacity reached a sufficient level to justify <br />construction. <br />ANALYSIS <br />Attached you will find a current tabulation of permitted and <br />reserved flows at the North County WWTP. As can be seen from these <br />figures, our average daily flow (ADF) at this facility is 150,000 <br />gallons per day (GPD). We have currently permitted with DER 3,049 <br />ERUs (76% of capacity) against the total capacity of 4000 ERUs. The <br />Indian River County Comprehensive Plan requires design to begin at <br />55% of capacity. The total reserved and permitted capacity for this <br />facility is currently 5,349 ERUs. To avoid possible dry -line <br />permitting scenarios in the North County service area, staff is <br />requesting authorization to begin design of this facility. <br />RE C IMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners authorize the Department of Utility <br />Services to have the selected firm of Masteller and Moler proceed <br />with the design of this facility. <br />65 <br />MAR 10 1992 <br />
