PLANT EXPANSION <br />INDIAN RIVER COUNTY PROJECT NO. UW -90 -10 -WC <br />BACKGROUND <br />On May 14, 1991, the Board of County Commissioners awarded the above <br />project to_Butler Construction Company (see attached agenda item and <br />minutes). The notice to proceed was issued on June 26, 1991. The <br />contract is well past 50% completed and has proceeded on schedule. <br />Per the contract documents and at the engineer's recommendation, we <br />are now in a position to reduce retainage to 5% of the total <br />contract amount. <br />ANALYSIS <br />As stated above, the contract documents allow for a retainage <br />reduction to 5% under certain conditions (see attached applicable <br />page of the contract documents) The engineer of record, Camp <br />Dresser & McKee, has recommended a reduction in retainage (see <br />attached letter dated February 4, 1992). The staff of the <br />Department of Utility Services is satisfied that the project is on <br />schedule and.that the quality of workmanship is satisfactory. We <br />are, therefore, requesting that the.Board of County Commissioners <br />authorize the retainage reduction to 5% on this contract. <br />RECOrIIKENDATION <br />The staff of the Department of Utility Services recommends the Board <br />of County Commissioners approve the retainage reduction on Butler <br />Construction Company's North Beach R.O. Plant Expansion contract to <br />5%. <br />Chairman Eggert asked why the retainage was dropped from 10% <br />to 5% when it is only 67% completed. <br />Bill McCain advised that currently the project is 69% <br />complete. He explained that traditionally contract documents do <br />provide for a reduction of retainage once the job reaches 50% <br />completion as an incentive and because the contractor has performed <br />well. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />retainage reduction from 10% to 5% on the contract <br />with Butler Construction Co. for the North Beach <br />Reverse Osmosis Expansion, as recommended by staff. <br />64 <br />
