Reatig, <br />THROUGH: Sasan Rohani S' ' <br />Chief, Long -Range Planning <br />FROM: Christy Fischer GQ.(f <br />Staff Planner, Long -Range Planning <br />DATE: March 9, 1992 <br />SUBJECT: Interlocal Agreements for Participation in a County <br />Housing Trust Fund <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of March 17, 1992. <br />DESCRIPTION AND CONDITIONS <br />On March 5, 1991, the Board of County Commissioners adopted a <br />resolution creating an Affordable Housing Advisory Committee <br />(AHAC). In its capacity as an advisory board to the Board of <br />County Commissioners, the AHAC is responsible for providing <br />.guidelines on the implementation of county housing policies. <br />Among those Housing Element policies already addressed by the AHAC <br />is Housing Element Policy 4.6. Policy 4.6 states that the county <br />shall sign interlocal agreements with any local municipality which <br />desires to -participate in the county's Housing Trust Fund. This <br />policy also states that the amount and method of payment must be <br />established prior to execution of the agreement. <br />On December 12, 1991, the AHAC approved the recommendation that the <br />Board of County Commissioners contact the Town of Indian River <br />Shores and the Town of Orchid to invite their participation in the <br />county's Housing Trust Fund. This recommendation was made by the <br />committee based upon policies in the comprehensive plan housing <br />elements for the Town of Indian River Shores and the Town of <br />Orchid. In their plans, both towns indicate that they will <br />participate financially with the county in the provision of <br />affordable housing. <br />For that reason, the AHAC requests that the Board of County <br />Commissioners direct staff to contact the Town of Indian River <br />Shores and the Town of Orchid on behalf of the Board of County <br />Commissioners to invite their participation in the county's housing <br />trust fund. <br />Housing Trust Fund <br />As of this time, the county has not formally established its <br />housing trust fund. Based upon comprehensive plan policies and <br />staff research, however, it can be assumed that the county's <br />26 <br />
