Finney, SRA <br />County Right of Way Agent <br />SU&7ECT: David Marine Site Plan; 4th Street additional right-of- <br />way - B.A. 019 <br />DATE: March 5, 1992 <br />DESCRIPTION AND CONDITIONS <br />The county made an initial offer of $3.00 per square foot for a 15' <br />x 701 right-of-way parcel zoned CH (Heavy Commercial). The <br />property owners appraisal for bank financing, and not by a Before <br />and After Methodology, was $6.84 per square foot. The county made <br />a counter offer of $5.00 which was also not acceptable to the <br />property owner. A traffic impact fee waiver was not selected by the <br />owner. <br />On the advice of the county attorney's office in order to reduce <br />costs due to appraisals and in consideration of the waiver of Mr. <br />Marines attorney fee, staff recommends purchasing the 15' by 70' <br />parcel for $7,182.00 or $6.84 per sq. foot. <br />ALTERNATIVES <br />Alternate 1: Instruct staff to procede and purchase the property <br />shown on Mr. Marine's site plan for $7,182 (seven thousand one <br />hundred eighty two dollars). <br />Alternate 2: Instruct staff not to purchase the property at this <br />price. <br />RECOMMENDATION <br />Staff recommends alternate 1. <br />FUNDING <br />Funding from Traffic Impact Fee #101-156-541-066.12 <br />(With budget amendment). <br />32 <br />
