DeBlois,�'AICP <br />Chief, Environmental Planning <br />FROM: <br />Christine Panico C 4' <br />Senior Environmental Planner <br />DATE: <br />March 18, 1992 <br />SUBJECT: Request for Execution of Interlocal <br />Agreement with St. Johns River <br />Water Management District <br />for SWIM Grant Funding <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of March 24, 1992. <br />DESCRIPTION AND CONDITIONS: <br />The state Surface Water Improvement and Management (SWIM) Program <br />for the Indian River Lagoon has made funding available for projects <br />of local concern. This funding is available on a 80/20 match <br />basis; 80% SWIM funds - 20% local in-kind match. The SWIM funds <br />are distributed through an interlocal agreement between a local <br />government and the St. Johns River Water Management District. The <br />program requires that proposed projects be approved by the <br />appropriate local Indian River Lagoon Watershed Action Committee. <br />The County appointed Marine Advisory/Narrows Watershed Action <br />Committee (MANWAC) selected two revegetation projects and submitted <br />both to St. Johns for SWIM funding consideration. One project <br />involves Ski Island (Boat Club Island), while the other project <br />involves the lagoon shoreline along Live Oak Drive, adjacent to the <br />Environmental Learning Center site. The attached proposal <br />describes existing conditions, proposed revegetation plan and <br />estimated budget amounts for the two proposed projects. <br />On January 20, 1992, the MANWAC selected the attached projects for <br />submittal to St. Johns River Water Management District for SWIM <br />funding as projects of local concern. The project proposals were <br />then submitted to SJRWMD by county environmental planning staff, on <br />behalf of the MANWAC.
